On this ____ day of ________________, 2003, it is hereby resolved as follows: Because the death penalty is administered unfairly in New York State and in the United States, as confirmed by studies showing racial, economic and geographic inequities, community biases and a high likelihood that innocent people will be sentenced to death; Therefore, this organization/business calls for a moratorium on executions in New York so that an in depth study of all the issues surrounding capital punishment and an exploration of alternative methods to reduce problems of societal violence can be conducted.
